I am writing to you for clarification regarding whether PPOs, who have completed 1 year of service, but are still on probation have the ability to go to school. Some members of Academy staff have informed PPOs the not eligible to go to school until the complete the 1.5 year probationary period. Members of the FOP have informed the PPOs the may go to school after 1 year given tuition reimbursement is granted after one year of service per the contract.

First, we are not down 2000 police officers. As of Friday, we were down 711 officers, or approximately 5.3 percent. If we hire no one for the remainder of the year, our projected vacancies do not exceed 10 percent. We are workikng everyday to develop a hiring plan for this year, and the next. Your point is a viable argument that we are incorporating into our various proposals. JW

Any discounts the department receives are usually attributed to volume for a particular model, such as Crown Vics, or the police package Tahoes. It is not possible to have these prices set for the multitude of models that folks would want for their POVs. JW

Just a thought. As a district tactical sergeant, I feel that it is important having an open line of communication with all levels of the department. As you know, the tact teams deal with all types of street level crime, but mostly the tact team's activity centers around illegal narcotics and gang crimes. Much of this criminal activity, especially crimes involving street gangs, carries over district boundaries and in many cases with some street gangs the crimes are citywide. My question is this: the district tactical teams in many cases are the first lines of defense and interaction with the street gangs, why aren't the district tactical team sergeants equipped with Blackberry devices to immediately share and especially receive vital information? The area gang team sergeants have them, the narcotic team sergeants have them, the gun team sergeants have them, why are the tactical team sergeants the last to find out about vital citywide information that may give their tactical officer's the upper hand when dealing with street level crimes? Also, the Blackberries are a great tool for sergeants sharing information on a citywide level. If I am working as a tactical sergeant in the 011th District and a gang homicide occurs in the 015th district, I may not hear about it for quite some time since 011 and 015 don't share the same zone. In a department of Blackberries, seventy-five more devices doesn't seem like a big deal if it opens even more levels of communication at the district level. Thank you for your time.

Unacceptable! I directed Chief Williams to put out a directive ordering the W/C's to issue Tasers if the PO is certified and a Taser is available. Let me know if this is not happening. We are also strengthening the order to remove any ambiguity in its intent. JW

My understanding is that the Gold Star families prefer that the parade be held in and around the memorial. Out of repsect for them, this is where the parade will be. I will continue to explore the Michigan Avenue venue as an option for future parades. JW

there is one sergeant for the whole watch. You were brought in to address
the corruption issues of the police department, one of the key issues of the Special Operations Scandal was the lack of supervison, i know i was there. i would think street level supervison would be paramount under your admistration. i understand the budget crunch but some watches are understaffed. This department never seems to have a shortage of upper command staff promotions. This department is too top heavy,if you want to be a reformer and have your adminstration billed as a success. i beleive you need to get patrol officers and lower level managemet on the street, and eliminate many of these upper command jobs.

The city revenues are down; that is a fact. Public safety has not been told we will not promote; however, all promotions must be supported by clear evidence that efficiencies and effectiveness will be improved. The days of saying we have 100 vacancies, so we want to promote 100 are over. We are working on this daily, and I am hopeful that we will be able to promote serveral positions in the near future. But, there is no time frame on this. When I hear, you will hear. JW

Sir for the love of god don't exclude your Cadets from applying this time around. These kids invested enough time to be considered veterans by now. They deserve a shot to be the real police. Let them apply at 21 like we do for military.
Guaranteed they are going to be 25+ by the time they are hired anyway. ONLY you can make that policy happen.

Now the negative: Leadership, Leadership, Leadership. Morale is low amongst many of the Police Officers and Detectives because they feel they have leaders who 1)Have never DONE THE JOB OF POLICE OFFICER OR DETECTIVE; 2)If they ever were the police, it was for about 2 years at the beginning of their career, with the rest spent in "special" units; 3)Lack respect for their "troops"; 4)Have personal or moral issues that, in any other organization, would preclude them from holding a job, much less a leadership position; 5)Are more interested in moving on to the next promotion than in actually doing their job and taking care of their troops. The list could go on and on, but the basic point is that in the Army, leadership is summed up with the sayings, "Be, Know, Do," and "Take Care of the Troops." Sadly, most of our "leaders" do not live up to this standard, and our Officers deserve much better.
Address the issue of Leadership in this department, and you will raise morale instantly.
Lastly, YOU should be making decisions on who is a leader on this department. Not the Mayor, not the City Council, and DEFINITELY, not the community or church leaders. YOU are the Superintendent. YOU are the decider.

First, 70% of the leadership positions are made by test scores; that's the way it is. Number two, we are more focused on leadership than ever before. We have had scores of leadership seminars, we are building the leadership academy, and we will be insitituting performance evaluations for all ranks, to ensure everyone is held accountable. Not all laders are equal, but treating people consistently, fairly, and with respect should be consistent with everyone who wears a white shirt. And as for selection of leaders, since I was sworn in, there has been one recommendation made to me as to who I should promote, and I did not promote that person. At the end of the day, I have to live by these decisions. So, any promotions I have made have been my decision, and mine alone. Of course I seek out advice from executive management, but the final decision is mine. JW

Recently the detectives of all the areas were reminded of the excessive amount of overtime which was generated as a result of either court appearances or extension of tours. A notification to appear in court is made by either the State's Attorney's Office, Public Defender's Office or Corporation Council and is beyond an officer's control. Also, the need to extend one's tour in order to conduct a proper investigation should not be looked at in terms of dollars and cents.
It appears that once again department members who are assigned Title Code D2 and D2A have been excluded from participating in another overtime initiative. These members have previously been excluded from working the Safe Students and Operation Safe City Programs and are now being excluded from the Transit Orientated Screening of Passengers by Observational Techniques (TOSPOT) Program. Members were previously informed the reason for their exclusion was due to budgetary considerations.
The reason for the exclusion is a sound one and the reason for wanting only those officers whose Title Code is 9161 is understood. But many officers/detectives would like to participate in these programs and perhaps it can be opened to them at the Title Code 9161 pay rate. This may be one possible solution to a decrease in the overall overtime.

The detective division was spending OT at a rate that far exceeded it's budget. I directed the chief to institute procedures that would ensure OT was monitored and used appropriately. I do not want to return to the point where no OT was authorized. So, we need to ensure we are authprizing it properly. As for the Safe City and Student program, that has been addressed scores of times. JW

Appendix P (p. 126 in the book) of the current contract shows all of the benefits available to PPO's that have completed 12 months of service.
The educational reimbursement is part of that appendix.
PPO's are afforded the same benefits as all other PO's after 12 months on the job. They are only at will employee's for the additional 6 months.

The "light duty" status is a complex issue that does not lend itself to an informal medium such as this blog. The policies and rules that govern this are usually challenged in court, so it would be best to avoid offering an opinion on this subject. JW
As a beat officer who frequently deals with missing person reports for a group home on the beat, I was thinking how much time we spend at these homes on a daily basis. Occassionally, we are called three times on our watch alone to do the missing reports, who knows if any other officers on the watch go there too. My question is since these are usually ward of the state juveniles that usually return by the end of the day or next, can these reports be done by 311. That way we free up a car from dealing with these reports and attend to another 911 call. Its gets pretty crazy during the summer, when these kids don't want to come home.

This is certainly worth exploring. We respond to nearly twice the national average of 911 calls. It would be beneficial to look into seeing what calls could be handled by some form of alternative response. We have initiated this process, but there is much to do. Thank you for the suggestion. JW

I have asked the Deputy Superintendent to discuss creative alternatives to assist with OT with his Chief. I am always open to new and creative options to make the department more effective and efficient. I will pass this on to both Steve and Tom for their consideration/evaluation. JW
Such a statement implies OT was being used improperly. Solving a homicide or aggravated criminal sexual assault, or other serious crimes, cannot be done in just a few hours. Many times a crime scene is not processed for many hours, especially in a homicide. Then there are witnesses to interview or locate, material to prepare for the ASA and reports to type before we can leave.
All of this must be done in a direct manner so a suspect can be charged and brought before a judge (or duty judge) within a 48-hour period. Few people want to continously work around the clock, and be away from our families, but it is done because that is our job.
To exclude detectives from certain programs because they do their job, and make the mayor and police brass look good when crimes are solved, is just plain crazy. It punishes the workers.

The Internet makes everyone vunerable to those that want to learn about our addresses, property, and anything that is a public record, all of which can be easily searched from a computer. I will have the ISD put out a reminder as to the vunerabilities that we all face, and if there are any solutions to prevent this. The problem is that there are so many public source documents, it is very difficult to filter these from the public domain. JW
Yesterday, I learned that there was CTA training course limited to police officers (Pay Code 9161) only. The course was through TARA and materials offered would help officer (again pay code 9161 only) identify terrorists on the CTA. After completing the course officers (again pay code 9161 only) would earn time and half while working CTA special employment.
I feel that limiting this course to pay code 9161 is unsafe, unfair, and unwise. It will be unsafe because I will not have this valuable training (placing my partners and self at risk) while working CTA speical employment. It will be unfair because I will earn less than those code 9161 (so much for a promotion) while working CTA special employment. It would be unwise because we are police officers 24/7 even when we are not work but on the CTA with our families or going to court.

With such shortage of manpower, and consequently, shortage of openings throughout districts for bidding, why not allow for voluntary details to those districts that seem to be the only ones on the list every period?
That is to say, supposing one doesn't want to commit for the entire year, perhaps a 1 to 3 month/period deployment would alleviate some of the need in those districts allowing for permanent openings in more sought after units to become available to those who volunteered in areas of need?
Also, why not show the department's commitment to health and fitness goals by making the annual power test a prerequisite or at least a first qualifier for assignments like the lakefront bicycle detail or even overtime initiatives with bids allowing for seniority of applicants after first preference for those who completed the annual fitness test?
Lastly, activity by way of arrests and traffic citations (movers) seems to be of continued concern in many districts insofar as bosses gripe about "being down." How about a revised DUI enforcement class/in-service that would offer patrolmen and woman a chance to improve their level of confidence and proficiency in order to improve the department's standing considering the recent scrutiny and resulting concerns. It would seem a worthy investment that would yield a win/win when one considers that DUI enforcement could become a publicized campaign few, if any, would argue against and at the same time increase arrests, impounds, citations, and certainly deter the frequency of occurrence.
Dare I humbly suggest this is one of the few areas many officers would readily admit that a lack of confidence inhibits their otherwise aggressive willingness to attack any crime were it not for a chance to re-educate themselves in guided fashion by way of knowledgeable instruction not found at the district level? (This might also contribute to an uncharacteristic hesitation on the part of some officers where investigating an off-duty officer's alleged involvement is concerned, perhaps more so than any perceived collusion).

Maybe someone should be informing the zone on each watch to send the no injury/driveable accidents into the station for their reports and send the paper jobs to 3-1-1. Maybe Sgts should be given the authority remind dispatch to transfer these calls to the appropriate place ... desk or 3-1-1; because it's not happening out there.
Maybe that's a start to lifting the load and freeing up officers so when "it hits the fan" we're up and available.

Your comments are almost pompous!!!! Maybe if you or your command staff had the respect of the men and women you lead you would OBVIUOUSLY understand that this is an issue that affects the police officers (title code 9161) and Detectives (Title Code 9165) that work day in and day out for this city but yet are denied overtime positions because they are assigned to the Bureau of Investigative Services. You have police officers in this Bureau that are exempt from working these positions merely because they are assigned to the Bureau of Investigative Services.
You keep saying that the above issues have been addressed, but OBVIOUSLY if the MEN & WOMEN (You know your employees) are continuously complaining about the working conditions and benefits, maybe the complaints have merit. A knowledgeable, well informed and well rounded supervisor in touch with his employees would UNDERSTAND THIS and make corrective actions to fix this instead of the above sarcastic comments.

I agree with you 100 percent. The issue is funding for the officers we hire. Due to the city's fiscal position, we have not been allowed to hire a class YTD. You make a valid point and this is something we can look into if, and when, we receive the green light to hire folks. JW
According to Department Special Order 09-08:
Physical Fitness Center Lockers
The smaller lockers at the Headquarters Physical Fitness Center are to be used on a temporary basis not to exceed one (1) tour of duty at a time.
As of April 1, every single smaller locker is being used on a permanent basis. Is there any way you could open up these lockers so the rest of us who are unable to obtain a permanent locker on the 2nd floor can use them while we work out?

Last year the detectives at Area One complained about the heat problem. Deputy Superintendent O'Keefe responded to our needs. He informed the supervisors that the problem would be rectified by 15 Feb 2010. Sir, it is now April. For the past week the temperature in the detective division averaged 87 degrees. On 31 Mar 2010 the temperature topped out at 90.8 degrees. It is 01 Apr at 1600 hours and the temperature is 84.3 degrees. Using your own word sir, this is UNACCEPTIBLE. The detectives here are hard working and we are not just whining about the heat. Could you please have this problem rectified.

Are you tired of hearing compaints about how life is tough at 35th/Michigan? I know it is difficult for people to bring their gym bags from their cubicle to the gym because there aren't any available lockers. Give me a break. Maybe they should go back to the street, I bet they would quickly forget that they dont have a gym locker to use.

You always talk about how you want transparency within the Department, well then I hope you can answer this question for me. Back in Aug 2008 I was involved in an on-duty shooting that resulted in a HBT situation. My partner and I initiated the stop that resulted in an Offender shooting at me and my partner. We returned fire and chased the Offender where he was held up until SWAT arrived 1 1/2hrs later. During the exchange of fire between me and the Offender I was struck in the shoe with a .45cal round, never left the scene or received medical treatment. Later when SWAT arrived and set up, a SWAT Sgt was shot in the stomach. The round was stopped by his Level V vest and he was rather unscathed. We all received Medal of Valor's, but the SWAT Sgt also received the Blue Shield. My Blue Shield was denied because I was not seriously injured.
How can that be?? I was involved from the beginning, the bullet went through my shoe bruising the bottom of my foot and I get denied where a SGT gets hit in the vest, no injuries and he gets the Blue Shield?? Doesn't sound fair or transparent to me! To this day this still bothers me.

In the very near future, I will approve the order that will allow for small frame pocket pistols that are smaller than the Glock 26/27. I hope that will help you out. JW
When we do a traffic or street stop, where an arrest isn't always warranted, we have no way of knowing if the subject is part of the GIPP and what the subjects conditions are.
If a subject is part of the GIPP and is with other gang members or in violation of curfew hours, they should be placed under arrest, but we don't have access to this information on the PDT's and are probably letting them go after filling out a contact card. Unfortunately, no. The reason is that if you have multiple lasers on a target, you can not distinguish which one is yours. JW
Sir: Due to the recent changes in the way special employment details are assigned, I recently had the (very appreciated) opportunity to work two film details due to someone calling off at the last minute. On the first occasion, two weeks ago. I went into the 023 dist. and asked to sign out a radio, something I have done many times last year without a problem. On this particular morning, the officer that I encountered, informed me that because I wasn't assigned to that dist., I wasn't allowed to sign out a radio. That the Watch Cmdr. would never allow such a thing. She asked why did I choose her dist. out of 24 others, or my own Dist. to sign out a radio. I informed her that I live four blocks away and that it was convenient, also that I work in a unit, not a dist. and I can't sign out a radio on a weekend as no one is there to issue it. After about 5-10 mins of begging and mentioning I work at H.Q. and that a Sgt. assigned to 023 was a friend of mine, was I finally allowed to sign for a radio. On 10 April 10 @ approx. 0730., I was assigned to a film detail that required each officer to sign out a marked patrol car from the TRU unit, located in the old 007 dist. station. I signed out the vehicle no problem, but when I asked to sign for a radio, I was told that, that was not possible, that I should have signed one out from my dist. of assignment. I explained that my assignment to this detail was a last minute change and that no one was available in my unit to issue a radio, I was told "sorry, we can't give you one". I stated that as a uniformed PO, in a marked car, I should have a radio. I asked what should I do in the event of an emergency, and was told. "Use your cell phone". Well..... I got to the detail location with no problem. The day went well and everything was everything. But, on the way to check off, I encountered several sport bike riders in a group on the Ryan operating their bikes in a very dangerous and reckless manner. I couldn't call it in or get after them.....didn't have a radio. And my cell phone froze up, all I got was an hour glass. ( a common occurrence with Blackberrys ) I made it to 63rd and Stewart and came across a seriously drunk goof about to stumble into traffic. As I stopped to assist him, his buddies took him by the hand and under their care. All was well. But had things gone goofy, I had no radio to ask for help. Also, I could have unknowingly ventured into harms way at anytime due to no radio to warn me of what was going on around me. I think that for safety reasons, any on duty PO with a valid reason, should be able to sign out a radio ( if available) from any Dist. One never knows what they may run across.

I hope so, but I am not sure that will happen. I bring this up every time I am at City Hall, which is at least weekly. The city's budget is a real challenge. However, having adequte supervision in LE Operations is critical too. I will keep pounding that rock; hopefully i can crack it sometime in the near future.

Thank you so much for asking this question. As usual, no truth whatsoever. The lists will remain up for quite some time. What I can not tell you is when promotions will come; that is an unknown at this time. But I can tell you the list will remain currnet until a new test, and that won't happen for probably at least two years, based upon the number of folks promoted off of the current list. You will be fine. Further, while the policy group is often painted as the Great Satan, they have been instrumental in giving the department carbines, Speaker Series, Legal Handbook, Pocket Pistols, Lighted Weapons, new vests, this Blog, new analytic strategies, and much more. For this, I think them, as should all of the officers in the department. They have served you well, and they continue to work on many initiatives we hope to roll out in the near future. JW

I'm confused... I know there is a man power shortage in the districs so why does it take the patrol division so long to catch up with those who were limited duty and have been reinstated to full duty? I know of 1 young lady in the Alternate Response Sectiion (Unit 376)that was sent there because she was pregnant, the baby is now 10 months old and she still wears a recruit designator, don't ya think it's time for her to go learn how to be the police? When the patrol division was questioned about it they refused to answer the question, so this can only lead one to believe that they are the ones allow these people to stay in the Alternate Response Section (Unit 376). I can tell you that there are at least 3 others who are in a full duty status and some have been for years. lets get these patrolmen who are full duty back to the districts where they belong so that the fine CPD men and women can have the back up they need and get the time off they want.

The LD position is a challenge for any large organization. Medical evaluations must be determined by medical professionals. This is an issue that we need to work with the union and try to tackle, but it is complex. But, I appreciate you recognizing that there is work that needs to be done to rectify this situation. As a supervisor, I have submitted numerous awards for the officers that I work with. Unfortunately, many of them have been pending approval for almost a year if not more by various exempt members that I will not name here. The annual recognition ceremony and the St. Jude parade is quickly approaching and I know that many officers look forward to these events because it is one of the happier times that they get to wear their dress uniform proudly (as opposed to wakes and funerals). Many officers bring their families with them and it is like a reunion running into old friends/partners/bosses that they used to work with. It would greatly help morale for these officers to be able to wear their awards that they have earned while putting their lives in danger for the citizens of Chicago. Do you think that you can have the exempts take a look at these numerous pending awards and either approve or deny them so that these officers can proudly display them at these events? It is a small token of appreciation for what these officers do day in and day out but it means a lot to them. Thanks!

I am at a loss to understand why you somehow think I can "make up for" the contract, that went to arbitration for a decision, by somehow identifying the probable cause that the mayor has engaged in corrupt activities? If you know of any evidence of corrupt activities by any elected officials, I recommend you contact the FBI and pass that information along. Public Corruption is their #1 criminal priority here, and throughout the nation. And if your reference to my "contacts" involves somehow convening a federal grand jury, presenting a case to that body, convicing them to return a true bill, convincing the defendant to plead guilty, persuading the US District Court Judge to sentence the defendant to a penalty outside the guidelines, well, I appreciate the power you have bestowed upon me. However, there is not a Police Chief in the country, or even a Special Agent in Charge of a FBI Field Office who could do that. Even Chief Bratton, who I consider the absolute best, would be unable to pull that off. As for your contract, I'm sure both sides see "wins" and "losses." But, that is part of the negotatiation process. Seeing other major departments who have been forced to reduce officers, sell horses, sell helos, and other drastic measures, the process seems to have worked for the CPD, especially when you consider the nations's economic position. JW
Wouldn't a pragmatic compromise in response to recent requests that we also take unpaid days off have been to meet half way by simply allowing for those days to have been voluntary? A simple addition to the new "time due" slips would have been the introduction of another box the officer could check to designate the elective day off as "unpaid day off," in addition to the other elective time off options.
Currently the only way to take unpaid time off is by way of a suspension or a leave of absence which requires extensive approval up the chain of command. As usual we lost the ongoing 'P.R' battle in the sphere of public opinion in that we were perceived as simply rejecting the idea outright.
Of course, as a mandatory program it should be met with resistance since to date there is no proof that all other top level city managers are complying, or that they didn't first receive a substantial increase in pay to cushion the so-called unpaid furlo days. In any case the option to take, say, no more than 2 unpaid days off per period, not consecutively, and not attached to regular furlos would assist an officer wanting to bank comp time as well as help address at least some of the cost cutting measures currently of concern. In exchange, those days ought be approved with the same priority as personal days. That is, if an officer is willing to save the city some money, they ought not be met with excuses for why they can't have that day off.

I would recommend contacting IPRA. They are forthright in their investigations regarding status, unless the matter is criminal. As for the meeting in A/3 that we had to cancel, I hope to reschedule that in May. JW
Is it possible that your office could coordinate visits with Police Officers interested in a tour of the CPD Crime Scence Lab? If Probationary Police Officers visit the Medical Examiner's Office when they are in the Academy, they should also visit the Crime Scene Lab. I believe this arrangement would prove beneficial to both Officers and the Detective Division. If members actually observed the procedures involving Crime Scene Processing, perhaps they would see the importance of being a more thorough preliminary investigator.

The uniform of the day is normally driven by the mission. Inasmuch as we are looking at probability models in an effort to anticipate where and when crime may occur, having a visible presence is a key component in achieving that level of prevention. However, since Gang Enforcement is seeking out the worst of the gangs, the shooters, those who are committing the violence, they will not be in uniform. They will remain in CD as they have been throughout the year. JW

Without question, the Chicago Police Department is, unequivocally, one of the most elite police forces in the world. Contrary to the media-influenced belief that we are "power-hungry citizens on patrol", the department has a proud history of truly representing law enforcement in general, and the practices and idealogies are clearly being utilized by various local and international police agencies. My question/concern is, if we are recognized as one of the elite, why are we driving around in squad cars with extensive physical damage which are definitely in need for a complete make-over (e.g. crash-related damages, peeled paint, dirt)? To be quite frank, it's utterly embarrassing. Granted the squad cars are in "operating" conditions, the physical appearance of many of these vehicles are a laughing matter to citizens, and the lack of technological tools/devices in some of these squad cars are of another issue. I feel that I am limited to what I can do personally about this issue as a 1st Watch officer. Can something be honestly done about this, or does the lack of funds make an imperative, yet negative, impact on possible repairs? Thank you.

Our only answer is that we are replacing those vehicles as quickly as we can, given the limitations that our funding places on us. As far as repairs, Fleet has contracted with private vendors for mechanical, electrical and body work to get cars repaired as quickly as they can. We will continue to march forward. JW
I don't believe any other big city, LA, NYC, Dallas, and so forth, have made the situation so difficult. Only in Chicago will the interpretation of the rule be so strict. It's almost like the city wants to be sued.
Regarding lasers on handguns:
Are the Tasers going to have their lasers removed? Your answer does not make any sense. One of the reasons the Taser works so well is the because of the laser. How many lasers will be on any one offender? Maybe two at most given the limited numbers in our department.
Maybe the mayor can deploy the traffic aides and meter maids that took over police billets. Swarm the 9% areas with a ticket and traffic control blitz.

Lasers will not be removed from Tasers; they are less than lethal force weapons. My comments applied to our weapons. As for the 48-hour rule, I believe Supt. Hillard signed off on that. The decision was based upon exisiting case-law. JW

I understand change is not often received with open arms. However, we are down more than 700 officers, so we have to try something different. By focusing on histroical locations, or locations with emerging crime patterns, we can more narrowly focus on the most violent areas of the city with less officers. We have to try something different if we want to achieve different results. I'm sure the officers being deployed in this manner will learn their assigned locations quickly, and serve us well. JW

Crime continues to go down, 16 months in a row. 2009, 5th lowest homicide totals since 1965, with nearly 600 officers down (averaged throughout the year). I firmly believe, that there needs to be a blend of district personnel and city-wide units. We must have the flexibility to move resources quickly to address emerging crime trends. I agree with you a 100%, the beat officers should know their areas better than anyone else. However, we have kept the speiclized units (MSF and TRU) in specific areas to allow them to know their AOR better. They are under the control of the BOP, so I believe that there is a much more cohesive blend of these units with the DL personnel than when they were assigned to a different Bureau. I see your point, but I think we can be more effective with a mixture of personnel. JW

I am a US Marine (once a Marine, always a Marine). I shot the M-4 and was trained to use it by the best, the Marines. Why do I have to take a POWER test to prove that I am capable of shooting and handling the M-4? I've been trained on properly handling the weapon in urban enviorments.
I have talked to other Vets and we all agree that our service to this country should be enough to carry the weapon, that we shouldn't have to prove ourselves by taking a POWER test.
I know your feelings on physical fitness, and Supt. I agree with you 100%, no mater what our schedule, we should find a couple hours a week to stay in shape. That being said, I can safely say, I fought side by side with some VERY heavy Marines, they couldn't run fast, they breathed heavy, but they had heart, they had courage, and they could shoot the center ring of the target at 500 meters after running EVERY TIME.
The fact is, we are not going to run after an offender for a mile and half, then shoot the M-4. Most cases may be a matter of seconds, your heart rate will raise, your breathing will be effected reguardless of what kind of shape you are in. The M-4 is a very effective weapon, and every officer who takes the streets everyday, should be allowed to carry it (with the proper training)reguardless of their fitness level.
I would like to take this chance to thank you for the recent Dept. Notice awarding all Veterans and those who have served, the Military Service Ribbon. It is long overdue and much appreciated.

I have a money making suggestion also. To make a long story short, a friend told me how he was involved in a domestic situation out of state. When the police came they told him he had 5 minutes to grab some stuff and leave. If he needed longer he would schedule an appointment to have 2 uniformed police officers present while he moved out or got whatever he needed, at 25 dollars an hour, which was the going rate many years ago, and there was a 2 hour minimum. In today's ecomomy the department can charge 50.00 an hour per police officer. A flat rate of 35.00-40.00 for the officer per hour and 10.00-15.00 to the city. A police officer works four hours on an RDO and makes 160.00 and the city gets 40.00....not bad! Maybe, once the word got out, just maybe this may free up some officers because the citizens know they schedule to have police present instead of always calling 911.

Since we are understaffed, why don't we look in to hiring the policemen that are getting laid off from the surrounding suburban depts(example 4 from Park Ridge & 3 from Mount Prospect). Most of them went through our academy, (metro classes). They are already trained and they have street experience. All you need to do is train them in CPD rules.

I think it is important for officers to have the ability to communicate LE actions for their safety, and for the safety of our residents. JW
Why is it so hard to get an inventory out of ERPS on a Sunday night (when the place is empty) for court on Monday? The officer working the desk says he can't do it and adds this helpful hint, don't come back on Monday either as there will only two people working. Sounds like someone would like to go back to a beat car if ERPS is too stressful.
Thanks for making the temp. in Area 1 bearable.
Why not offer some type of semi-retirement for officers? Let them work part time, collect their pensions, etc. They could assist in identifing offenders, pick up inventories, and other odds and ends, like the Cook County States Attorney's investigators. It would need a lot of bugs ironed out to make it work. It is a shame the city is getting rid of some vast knowledge and wisdom just because some one is 63 years of age.

It is appreciated that you take time to review these comments and post responses. A tool that has been severely restricted, and basically taken away from the police officer, is allowing patrol units to sign disorderly conduct complaints. Some watch commanders will refuse any arrests where a beat officer signs a D.C. complaint. I think the Department should encourage beat officers to enforce 8-4-010 (c), (d), and (g) sections of this ordinance. The law department says we should only enforce these ordinances as a last resort. Allowing beats to enforce these sections will help improve quality of life and allow the police to be more aggressive in thwarting criminal behavior by removing offenders from the streets before they engage in more serious crimes. Please look into this for us before the summer months our on us.

I believe there is some legal prohibition regarding having a police officer's peace being breached. But, I can see where this could be a useful tool. i will ask legal to address this matter. JW
I am a 19 year veteran of the Chicago Police Department. Since becoming a Police Officer in what I consider one of the finest law enforcement agency in the country, I have never been more excited about having a work schedule like the 10 hour work day that is currently implemented in the 005th & 020th districts. Though the days may seem long, the Officers are rewarded for their hard work with the excitement of having three and four days off. I have spoken to many of my comrades in the 005th district and many of them shares the same excitement. For those of us who absolutely love this work schedule, we hope the powers to be continue to make the 005th district a place where we enjoy serving the citizens of the City of Chicago.

For years, I have watched retired Chicago Police Officers standing on the sidelines of the St. Jude Parade. Why should those who served with dignity and honor not be allowed to march with those who picked up where they left off? I spoke with a few retirees who stated that of the many things they miss when they retire, one of the most is marching with their fellow brothers and sisters in blue to honor our fallen. Can an effort be made to permit retired Chicago Police Officers the opportunity to march with us in next year's parade? These men and women proudly served this City, taught many of us, and gave of themselves day in and day out. They, too, should be allowed to march until they choose to no longer do so. Any consideration would be appreciated. Thank you.

If we implemented a log-on screen for vehicles with computers that asked for mileage, damage, etc.. and when Sunday rolls around and the Sgts have to do their vehicle inspection report, then they could log in and get the mileages from the vehicles, and any damages reported to the vehicles in the district, instead of waiting for officers to fill out a piece of paper and bring it in to the station. It would get officers on the street faster, and it would free up some of the paperwork. Plus, it would put the officers on the spot on a daily basis to report damage instead of trying to determine who did the damage on the vehicle every Sunday morning.

As a Watch Commander, I appreciate the importance of on-going in-service training. However, with the realistic manpower shortages we now face, sending multiple officers to different in-service training classes on an almost daily basis places extreme stress on our ability to adequately staff beat and sector cars. This requirement, coupled with the threat of disciplinary action if we do not comply and send officers to trainig as demanded by matrix, adversely affects both morale and officer safety.
As an example, on one day last week, our watch had one officer at Search and Seizure class, one officer at taser training, one officer at mandatory weapons qualification and two officers detailed to out-of-district events. Notices have now been posted requiring lock-up keepers to attend mandatory training which will require having a beat officer cover the lock up.
Is there anything that can be done about multiple in-service training attendance requirements that drain district manpower?

Now that's it's nice out, when will the exampts be hitting the street? It's a waste of gas for them to drive around and avoid crime but at least they get to hear how busy it is out here and maybe they will be a little more understanding when they ask for more numbers.

Most of the exempts are out on the streets at least one night a week. I see them doing street stops, chasing guys with a gun, clearing corners, and other functions. As for asking for numbers, I ask for the number "zero." Reduction of crime is where it's at. Not arrests for minor infractions that make no impact whatsoever on public violence. If you don't believe me, read about Baltimore's focus on reducing crime. It mirrors what we are doing and it works. JW
Once the illegal gun ban is revoked, the city can even make some money on it by letting citizens use it. Staff it with some retired coppers.

I know a W/C can call another district and ask for bodies, but most times the districts they call are short manpower as well and cannot help out. It would be nice of a W/C could call TRU/MSF and request a few bodies for a day so that someone could get the day off.

----Same issue at the JISC. Why is it that every juve that has a minor injury, admits to drinking or smoking pot, or is pregnant have to go to the hospital?
I have been at the JISC where they actually look for injuries, old and new and if they find anything, they make you take the juve to the hospital.
How about some guidelines for the JISC personnel? like ... if a juve is acting out of sorts from drinking/drugs... take them to the hospital. If a pregnant female is complaining of stomach pains... take them to the hospital. If it appears a wound is serious... take them to the hospital.
It's ridiculous to have to go to the JISC, then have to take a juve to the hospital, wait for hours and have the city/taxpayers pay for emergency room and dr bills and then return to the JISC for processing.
I can see this happening for juves who are actually going to be housed, but for juve's that are being RELEASED to their parents it is just a waste all the way around.

The authorized staffing level for the 2010 budget is 13,473. Budgets are based upon many factors, one being income projections, which have not been as anticipated. That is why there is a shortage of police officers. JW

We are down nearly 800 officers. It was my decision not to carry officers Code 49 to attend this service when we are short this many officers. However, if you truly wanted to pay respect to our fallen officers, aren't they worth a few hours of time due? We bring the recruits up to show them what this profession entails. JW

I read in the Daily Bulletin we should be turning lights off. Do you think that motion switches would be better so that lights would go off after a period of no one being in an area? This would be beneficial in HQ for sure. There are no light switches in many places and lights stay on automatically for 24 hours.

I agree with the fact the pellet is still a threat, but the spread pattern is very wide after this range.
One thing you never answered was the impending order that was on the table,which we were informed about by the range instructors to carry the Remington 870, whether department or personally owned, ever went anywhere or is it dead?
Just that many PO's have a preference to be able to carry a shotgun over an M4.

Personally owned shotguns was never on my radar screen. In an urban environment, research shows the rifle has a greater capability for taking a longer surgical shot. Most people find the rifle easier to use than an shotgun, and easier to shoot with the reduced recoil. So, bottom line, no plans to expand the shotgun program. JW

It's clear that you're an advocate for physical fitness, and I'm on the same level. As a matter of fact, I usually hit the weights during my allotted half hour lunch at least four days a week. As far-fetched as it may seem, how about proposing to extend that lunch period, giving P/O's like myself the extra time to work out? Even a minuscule 15 minutes would help, extending the lunch period to 45 minutes. Unfortunately, the physical condition that many of my fellow P/O's are in is frightening, and one would hope that this proposal would be somewhat of a positive motivation towards visiting that gym in the station.

You know as well as I do that schedules are linked to contractual decisions, which I will not discuss on this site. However, people should want to get into shape, if not for their job, then for their health and well being. Most of the physically fit folks I know get their workout in when they can. Some are early risers and go before work; others like it at the end of the day. I would encouage everyone to exercise, not for the job, but for their life, and for the lives of their family members. The short answer is that because of the contractual complexities at the CFD it is cheaper for the City to promote and staff than pay the minimum manning OT, the out of grade and the variances that are needed when staffing levels fall too low.jw

Boss, I will have to take issue with your response to this officer's post. 70% of what I will call lower to middle management which includes ONLY Sergeants and Lieutenants, are made by test scores; THAT'S the way it is.
100% of all upper middle and upper management appointments are made by YOU.
This would include Captains, District Commanders, Directors, Deputy Chiefs, Chiefs, Deputy Superintendents, Assistant Deputy Superintendents, and Assistant Superintendents.
I'm sure the OP meant these upper middle and upper managers in his post; the people who are making policy; we all know Sergeants and Lieutenants are not making policy.

I am a Sgt. This date two of my officers along with myself transported a juvenile to the JISC for further processing. His mother had been notified, all paperwork completed, and he was thoroughly searched, by the officers and myself. We arrived at the JISC at 2130 hrs, and we did not get attended to until 2322 hrs. No reason. They have a holding facility and staff. We as the arresting officers should be able to drop off our prisoner, and return to duty. As I said, all the paperwork was complete. After the desk officer TOLD us to search our prisoner again, while he sat at his desk, and then asked our prisoner if he was ill, in need of medical attention, or had been drinking or using drugs, he sent us upstairs. There we sat longer. Then the detective talked to the prisoner, looked over our completed paperwork again, walked away for a length of time, returned and told us we could leave. I did not identify myself as a sergeant, I just wanted to observe the circus, that is the JISC. We were not the only officers present, there were 3 sets of additional officers that were put through the same scrutiny as we were. It is my belief that if this is going to operate efficiently, and frankly IT DOES NOT! a review of the JISC needs be enacted. It seems to be a hiding place for those who do not wish to work the street, and all with bitter attitudes. The department had proficient youth officers that processed the juveniles in the district and got us back on the street. This new method is a complete waste of man power, and man hours. Something needs to be done. This desrves an audit. This is not the first time that this has been observed by myself, or told to me or my lieutenant. It is truly frustrating and without resolve.

I have 14 years on the job which puts me on the border of a lot of overtime oppourtunities. I occasionally will look up seniority to see if I would have had enough time to get a specific overtime initative. I was wondering if maybe a tab can be put on every overtime initiative that shows the lowest senior officer's seniority date for that watch or better yet, if I check the roster of officers who are assigned during a weeks time or even by the whole period, it would show the lowest senior officers seniority date. this way when an officer can easily check and see if he has aenough time to get that particular initiative. I heard a rumor that there will be no more written test to be a Chicago Police Officer, is this true?
Why doesn't the Dept use the Illinois Association of Cheifs of Police Testing Program? The test measures reading comprehension, arthmetic, grammer and incident report writing skills. Once the test is given, the scores should then be posted and the applicants would ranked for everyone to see.
The Illinois Association of Cheifs of Police Testing Program also has a test for Supervisors.
Both of these test are used through out the country by numerous State, County and, I believe, Federal Agencies and from what I have heard there has been no accusations of the test being racially biased.

I would like you to comment on the rumor or fact that the Lts promotion tests will no longer be used for promotion it will all be merit like the Capts. If this is a fact will you use the current list to promote if and when you can promote? Will you consider promoting in rank order limiting merit promotions to the last from this list? many of us are waiting patiently for our chance to be promoted and some of us are high enough on the current list to expect a fair chance at promotion.

Nice work getting this blog out there. It has been very informative. An earlier post commented on how AIRA reports put the narrative in all capital letters. I too want to emphasize the problems this is causing. The narratives have become tough to read and even if you try to start a new paragraph, the completed report is one big run-on. This is a problem especially with search warrant cases, where you usually need several paragraphs to explain the chain of events. I have also had State's Attorney's comment on how difficult the new automated reports are to read, especially ones that have longer narratives. Look it up for yourself and see what you think.
I know you said there are improvements to automated reports being made. I hope that this is one of them. Thanks for your time.

Now that the Sgts have approved their contract, when can we see movement in the area of replacing those 30-50 or so who will take advantage of the 55-60 retirement health care? You've repeatedly addressed the idea of promotions with a "it's not likely" response.
How can the Dept function with the appropriate level of supervisory influence without the appropriate level of supervisors, Sgts or Lts?

As I sit here and read your blog, I notice that to almost every question regarding a suggestion or comment you reply you will check into it, have someone check into it, or forward it to a different section/unit to be looked into. After that response there is NEVER a follow-up as to the information that was calculated or received, the decision reached and why it was reached. So my question is, why are we not receiving any of the answers to our questions and only receiving a preliminary answer of, "we will look into it"?

Mw plan was to let people know that we are looking into their issue, and then allow for the action taken to serve as the final disposition. I can wait and post comments after I receive the final verdict, but often times, that will be serveral weeks down t he road. There isn't really a way to post multiple comments to the same issue. Thank you for your efforts to place Tasers into the hands of the working men and women of this department. My colleagues and I usually work 10-99 as 3rd Watch Rapid Response Officers, and we are often outnumbered when responding to calls. We recently had a domestic incident where one of our officers fell down a flight of stairs while attempting to subdue a combative offender. The officer will be I.O.D. for months, and as you know, we are already short-handed. I am convinced that a Taser could have prevented this officer's injury.
Many of us missed out on the first round of Taser training, and we would be very grateful for the opportunity to attend the next round of training as soon as possible. Too often the Tasers are collecting dust on the shelves instead of being deployed by officers that want to carry this effective device, but are unable to do so from lack of training.

Is there any plans in the future to make a detectives class off the current list? Without a class made in over 2 and a half years the rumors are flying about the list being taken down and replaced with a panel board system or the list is to old etc. Even though the few classes that were made were only between Dec. 05 to Dec. 07. I know the economy is not great, but a little insight for us, officers that took the time out of our lives to take classes, study, attend study groups, and today are still working in busy districts would be greatly appreciated.

From Legal: There is no formal judicial forum available for “off-hours” search warrants. The courts, as with other public agencies, are fiscally challenged, and it is unlikely that such a forum would be established. Often, such warrants also present safety challenges for officers as well. I suggest that you enlist your supervisor in addressing this challenge and to help identify ways to effectively target the criminal action, for example, a switch in starting times or acceptable documentation of the “John Doe.” Further, if sufficient indicia or exigency are present, the BIS, either through the Detective Division or the Gang Investigations Section may also available to assist in obtaining search warrants.

The blog is not the appropriate venue for raising management issues. Both matters that you bring forth seemingly arise out of the interaction with your direct supervisor. Therefore, I recommend that you bring these issues to the attention fo your chain of command, namely your district commander, to address them in a timely and appropriate manner. DSO 03-14 outlines the policies for nursing mothers who are Chicago Police Department members. The District Commander is responsible for ensuring implementation of this policy. JW

From Detective Division: The swabbing of the weapon has been determined to be a best practice in police involved shootings. However, the specimen is not entered into any database.
Given the shortage of manpower,why not let P.O.'s work Special Employment in their district of assignment? They already know the geographical area and station personnel know them. They also know who the players are. This knowledge is valuable,maybe even life-saving.
I believe their productivity would vastly increase.
This could also be done in specialized units.
This is not my idea. This was done many years ago and worked fine.

There is a serious problem w/ security at Northwestern Hospital attempting to have Det's relinquish thier weapons in order to be admitted to the surgical waiting room for victim interviews. I and other Det's refuse to relinquish our weapons in an unsecure facility while on duty. These same facilities allow the "family and friends" of the victim's to come up, and of course if they are armed we won't know until it is to late. I know other officers have actually relinquished their guns and I feel it is my duty to point out that this is never acceptable. As Det. T. Murphy told the security gaurd, "If it goes up for grabs up there what are you guys going to do?" "Call 911" was the response. "Are you going to have them check their weapons before they come up to help". Det. Murphy was not allowed upstairs. This same issue came up at Jackson Park Hospital several months ago and the security guard responded by saying "other officers comply all the time." I would hope all officers on this dept. could be educated on this serious saftey issue.

I asked the General Counsel to form an answer to this one, so here goes:
I have checked with the management for the BOP and the Detective Division, and none are aware of any ongoing issue with Northwestern Hospital in this regard, nor of your specific incident. I would recommend in the future that should such a circumstance occur that you first try to address the matter with a supervisor in the facility. If that does not work, then a CPD supervisor should be called so that appropriate departmental response and documentation of the event can occur.
Legally, they have no right to demand that you surrender your weapon. Law, department policy and order of the court control when and how officers may possess weapons. However, rarely will the arrest of hospital personnel address the underlying issue of the need to investigate. Rather, ensuring prompt resolution of the matter at the time, through use of a CPD supervisor if necessary, is the better route.

For a court deviation, officers are required to complete a To-From-Subject report. This report is then scanned into Iclear to be included in the automated SPAR. The contents of the report are then typed into the SPAR. The information from this report is then added to the Court Infraction Report. The Department then has 2 typed copies of redundant material included in, and attested to, in the automated SPAR. If an automated signature is legally sufficient to attest to a criminal arrest report, why is it not sufficient for a court deviation? When will the SPAR system be utilized as intended-to reduce paperwork, redundancy and inefficiency? Having officers type reports for information that will be typed separately into the SPAR anyway is a waste of the officer's time.

Payflex, the administrator of the City’s FSA, has an informative tutorial on their website. We have created an E-Learning module that has been posted on CLEAR today. Department members can receive information on FSA through this tutorial. The Department of Finance has requested that we not post the sign-up form since registration for the FSA can occur only during the City’s benefits sign-up and modification period which generally happens in November. At that time all employees will receive a complete packet of benefits information, including instructions on how to register for all health care benefits, including the FSA.
The enhancement to CLEAR, to enable members to access information about the court notifications and special assignments will have to be incorporated into the remake of our web portal. It is currently anticipated that that will take some means 6 - 8 months from now. ISD is exploring a short-term solution that will automatically send email notifications to officers when a court notification or work deployment is generated-- this will be accessible from any web-connected computer or portable device and should be implemented in the coming months.

Since when does a private entity dictate Police Department policy?
And since when do Policemen take orders from "security guards"? That's embarrassing.Is this what the new CPD has turned into? Sad,very sad.
It is certainly NOT safe to check your gun while conducting a Police Investigation.As the previous Detective noted,it is also a public safety issue.
These Policemen who check their guns at hospitals should peruse the G.O.'s. for some guidelines concerning matters like this. I couldn't find any that command you turn over your gun to so-called hospital "security".
Wouldn't this be considered an attempt to stop or interfere with a Police Investigation and wouldn't they would be subject to arrest?
I feel this issue needs to be addressed ASAP,as this is a news-worthy incident waiting to happen.

I would recommend the following:
Ask for the highest ranking hospital offical to meet you at the ER or where you are at. Tell them if you are not allowed to interview the patient with your weapon you will lock up the hospital offical as it is Chicago Police policy to arrest people for obstructing justice. See how quick hospital policy will change then.

I will leave this problem with your chain of command. it should not take the superintendent of police to secure printers. Talk to your Sgt, Lt, and/or commander. JW
If they want to be found they can call the number on the victim information notice. They already know how to dial 911 so we know they know how to use a phone. How much will the city be paying out when one of the victims is arrested on accident? Not to mention most named offenders haven't really been identified correctly.
If this is being done to clear more cases, here's a novel idea. Hire more detectives. If the city doen't go for it then the city is saying the clearance rate isn't that important after all.

For example, if there is a question in reference to an interview with a witness like Det. Otto had forward that to the office of legal affairs for a response. It should only take 48hrs at most, the same amount of time to charge a person. These are the experts in their fields and are paid at a higher pay rate. Asking for their advice for all to see seems reasonable. Maybe it will even save the city some money from a lawsuit.

Would it be possible to equip E.T's with the portable finger print terminals that the department was showing off a few years ago? Presently when there is a prisoner in the hospital prior to hitting the lockup the ET has to come out and roll prints the old fashioned way then a car has to hand carry them to 35th Street where a Tech has to hand search the prints. I think that the portable terminal would help expedite the process. I remember then Commander Sobczyk demonstrating them so I know we have/had them at one point.

I feel your frustration. We are (were) way behind in giving out awards. We are now having monthly ceremonies, but we must do a better job of recognizing our folks in a TIMELY manner. Let me see if I can get you a good answer from HR. JW
While reading an issue of Law Officer I came across an article which improves officer safety. It is called the Virtual Partner Program. The concept is simple, it involves adding software to our PDT's to allow officers to run plates without having to take their eyes off the subjects in a vehicle. Instead of having to type a vehicle license plate into the computer, an officer tells the computer to run the license plate number. Not only is the computer able to run the license plate but the technology pulls out the important information and relays it to the officer via a computer voice. The officer no longer has to scroll through 5 or 10 pages of leads messages to find vital information. This system allows the officer to keep his eyes on the road and on the subjects in the vehicle he is stopping.
It is also a great citizen PR story, which shows citizens we are on the cutting edge of technology when it comes to fighting crime. The link I am providing has numerous news stories showing the success of the system.

When are members of the police department 'authorized' to wear their department awards. I understand members of the department wanting to take pride in wearing their department awards. I have observed for example the new crime reduction ribbon and presidential ribbon being worn already however I also know members of the department have not received certificate saying they are authorized to wear them. My personal favorite is when you attend an award ceremony and the officer is already wearing the award he/she is receiving for the first time. This is a trivial topic, but just wondering. It's not clear in any of the G.O. I have read on department awards. Thank you

No one is authorized to wear those ribbons. The relevant Department Notices – 10-09 (presidential election deployment) and 10-06 (crime reduction) – both state that the Director of CPD HR will determine the timing and procedures for the issuance of the ribbons. Tracey Ladner has not yet authorized the distribution of either ribbon. In fact, we have not received either ribbon yet nor has HR entered the ribbons into the awards screens. The crime reduction ribbons should be delivered in about 4 weeks. They are on back order. I will have HR issue a clarification as to the wearing of these awards.

Midco was at the facility on Wednesday, 7 July starting at 0700 hours to install the new server that has been programmed and to switch over to a Lenel Operating System that is easier to use with more functionality than the Synergy system originally installed. Switching over to a different operating system required the technician to rewire a few components in the 2nd Floor security room. He did replace the lockup touch screen in addition to putting in the new system. After the above work was completed, the Midco technician provided training on Friday on the new software.
The delay on the upgrade to the new system was due, in part, to the fact that the system was out of warranty and contracting issues with the firm that installed the system.
what is the point of including that a sgt must be present in order to carry a carbine? we have had the use of force beat into our heads since day 1 at the academy. we know when to use deadly force and when not to. why limit our tools to only when a sgt is present when we are short on sgt's anyways.
can you have the order re-amended again? it already has saved officers lives that i know personally.

The Sgt requirement is only for deploying the rifles up front and outside of a gun lock for routine patrol and not in response for an imminent likely need. Also, the gunlock installations on the new Tahoes are supposed to be installed up front now, which should further help to make this less of an issue The individual officers continue to be able to arm themselves at any time that they feel it is warranted and they do not require supervisory approval. recently i have been losing many opportunities to do a search warrant. because we don't have any judges available after 10pm. being a city as large as we are, it would be very beneficial to have a judge on call for these things. many times a john doe is willing to help at night, and in the morning, theyre gone. how much influence do you have to get a judge on call?

Most, if not all, Chicago Police officers are aware of the chain of command and how it is supposed to work. Many who post on this board, myself included, do so because they see it as a direct line to someone who can accomplish important things that due to the bureaucratic nature of such a large organization, would usually take forever to do. When an officer complains of a lack of lockers or working printers, it is probably endemic to the rest of the organization (025 has only 1 larger working printer as I type). This forum would probably gain many viewers and posters if (assuming you are unable to address these posts yourself and with your researchers) you brought others on board to help. No other supe has done this as you pointed out, so you can be the first to improve it.

Per DS Peterson: Signature alone is not enough to prove a forgery case. A detailed investigation with hand writing exemplars will be needed in addition to the signature. All of which should be obtained by the detectives.
Simple good management tenets include: Correct mistakes, punish wrong-doing. Let the punishment be conmensurate with the wrong-doing. The current activities of IPRA that include exorbitant recommendations for punishment that far exceed the seriousness of the transgressions, the re-opening of investigations from years past, and the Department's support for these activities continue to erode and degrade the morale of a department already in the throes of a morale crisis.
Looking to sound management principles as opposed to attempting to appease small vociferous groups of citizens who make a lifestyle of complaining against the police
would appear to be a better way to display support of the people who actually make this Department work than current practice.

One thing I have learned about internal investigations, unless you are a part of that train wreck, or personally observed that train wreck, rarely do you have all of the facts. To say what punishment is appropriate, and what isn't, requires someone to know every facet of the investigation. I can tell you that DS Brust argues persuasively with IPRA on may cases, and has been successful in reducing many of the proposed punishments. However, IPRA is a separate entity, and does not fall under the command and control of the CPD. I do take exception to your claim of "attempting to appease small vociferous groups." Both IPRA and IAD look at past precedence in trying to arrive at appropriate punishment. Neither entity is focused on appeasing anyone; they simply want to be fair and consistent, and to the extent possible in personal matters, transparent. JW
Since we have to punch in and out for court,include the record number, and an ASA has to sign the slip before we are released, how about redesigning the O.T. slip so it includes a box for each one of these?

I am writing this to comment about the working at the Taste of Chicago. Our Day off was cancelled on Friday 25 Jun 10 which was not bad as far as making extra overtime but my concern is that when we had roll call the bosses there told us that it was going to be a hot and busy day and to keep hydrated. Yes they do have a tent set up were P.O.'s can take a break and get away from the heat. As far as staying hydrated, they only provided drinking water from a water cooler which was empty and also pop which is not going to help to keep hydrated. On one occasion while going to the tent I did see cases of bottled water being unloaded and being put in the command van. My question is why aren't these water bottles being provided to P.O.'s if they are donated or are these water bottles only for the bosses. On this particular day we worked from 0930-2200.

For the 3rd and 4th, at the North and South locations, the CFD and Salvation Army, respectively, had their support vehicles in place and were handing out food and drink throughout the day. Every officer I spoke with had a bottle, or two, of water. So, from what I personally observed, support was provided to all of the officers, at least at these two venue locations. As for the support throughout the Taste, water was inside the CP, but officers were grabbing bottles throughout the day. It appeared there was ample support provided in terms of hydration. JW

I think all supervisors should have a blackberry, it is the best way for critical real-time information to be disseminated to supervisors, who in turn can relay the information to the officers in the field or to mobilize officers if needed, I.E. Incident teams; this shouldn't be limited to units or tactical supervisors. will this be possible given the continued decrease in price of blackberry? Also, shouldn't the department use a promotional system similar to L.A. where people can be promoted without a degree? a wage scale system set up by the department with agreement by the unions that allows for promotion without degree at a lesser pay scale? with a bump in pay for each degree attained? it really seems to make sense, we have alot of people who haven't attained degrees that would make great dets, and supervisors, if given the chance; it actually makes a degree more meaningful as well when you receieve a raise for acheiving it and still gives others a chance at promotion. Secondly, the Medical Section is only 1/2 staffed with nurses on Fridays & Mondays so why does the medical section list the nurses fax # on authorization paperwork rather than the main fax #? Again my Dr. faxed a request that sat on my nurses fax machine for two hours because she wasn't working on the day the request was sent.
Also I think it is ridiculous to have to physically report to the medical section one week after having surgery when my stitches haven't been removed yet and I am in a PHYSICIAN prescribed device. The surgery I had & medication I am on does not permit me to drive until the PHYSICIAN gives approval. For a nurse to tell me not to take medication prescribed by a PHYSICIAN so I can drive down there (which I still couldn't drive) is way out of their scope and I do not believe the have the authority to over-ride the instructions of a PHYSICIAN.
A little common sense & discretion is needed. Just my two cents.

While investigating an armed robbery I discovered the CHRIS system is not drawing all the offender information from the AIRA system as the report goes from Approval complete to Assigned to field status. Ticket # 2078364 was issued to correct this problem but to date there has been no contact from the help desk. Patrol and BIS will have the AIRA report with all of the information but when an attorney subpoenas reports they will receive the Chris report without this offender information. This can cause some uncomfortable moments when we testify and if the original AIRA report is not available during a trial, allegation of prejury. Any chance we can expedite a fix to the chris system and inform BIS and patrol the reports a defense attorney has in court may not reflect the same information as the original AIRA reports?

We are no strangers to the fact that our personal and department vehicles are vandalized in the station lots. We have suffered a tragic loss in one of our lots! What steps is the department going to take, if any, to put restrictions for the general public to access these lots? Why not have the lots where OUR and department vehicles are parked, inaccessible to the public? These lots are used by the public as "shortcuts" and/or to "case" our vehicles! Why not make these lots simply for POLICE only -no trespassing? The CFD does. It is understood that the station itself is open & accessible to the public. But, again, why these parking lots?

I see that the ball is rolling for the Merit Selection to the rank of Sergeant. So far it appears as though you have kept your word regarding future promotions off of the current lists. I hope that these promotions become a reality. I know we did not meet the number of promotions that you listed in last years Pax 501. Hopefully we can catch-up.
There will be numeous current Sergeants that will choose to move on and retire. God bless those that opt for their well deserved new life.
I hope the decision to promote is done with thought relative to attrition and promotions to other ranks.
Rumors are swirling already and I hope that you, our leader, do what you can to dispel any non-factual information. That is what people expect from this blog.
Please promote an adequate number of Lieutenants and Sergeants. Then allow for promotions to Detective. All of our ranks are short including Police Officers.
Violent crime is out of control. Police Officers as well as citizens are getting hurt and killed. Our officers lack an appropriate number of street supervisors. The citizens of our great city are not afforded the protection and services that they are entiltled to.
Promotions will still keeps boots on the ground and hopefully we will be up in numbers in the near future.
Please help eliminate the suspense by informing the troops of the plans for promotions. I know you have addressed this matter in the past and things depend on budget but it have been quite some time since the last round promotions.

There are several concerns with this suggestion. One, we have been sued by a group of officers wanting back pay and OT for the issuance of blackberries. I wonder if this would open the door to another law suit. This would be an unfortunate unintended consequence of this option, if we promote it.
Currently there are some "rogue" radios out in the field. By "rogue" I mean they are unauthorized, do not meet Department specs and have no radio system definable ID programmed in. One serious concern I have is that just one of these rogue radios (lost/misplaced/stolen or even if authorized) can bring down a radio zone by simply duct taping the transmit key down. This would lock up the radio zone until the battery died.
If we were to pursue this, the radios would have to be of the same quality as those we issue. With the cost of such a radio at about $4,000, it is unlikely that many would buy one. Therefore, the simple answer is no. JW
I would like to know why homeless people, many of whom have mental conditions, are allowed to sleep and hang out in front of police stations. I have serious concern about officer safety regarding this matter. I feel it is just a matter of time before we have another incident with one of these individuals which may prove deadly.

I would like to suggest that the Chicago Police Dept. not be required to respond to ALL CALLS for service. Especially now, since manpower is constantly decreasing with monthly retirements. We routinely go on calls of "Junior not wanting to go to school", among other things not worthy of a police response. Not only does this needlessly tie up patrol vehicles who could be aggressively trying to deter crime, but it's a strain on OEMC. A professional department such as ours deserves better.

We are currently working on a project with the OEMC that will reduce the number of calls that we respond to. Chicago leads the country, or at least the major cities, with the percentage of 911 calls that we respond to. If we can reduce that number, we will effectively add additional officers to the streets. I apologize that I do not have a date when I anticipate rolling this out; however, it is being worked on as we speak. JW

As of this date and time, we intend to promote 30 lieutenants; twenty-one based upon test score and nine based upon merit nominations, sometime in September 2010. JW
Once again the Department has anounced that they will be taking nominations for meritorious promotion. And once again, unless you have clout, you are shut out of the process. I think we are all resigned to the fact that merit promotions are here to stay. What we are not resigned to is the process whereby good quality people are left out of the process because they don't "know" someone. I seem to recall that it was your intention to update this process whereby anyone qualified could apply for the merit nomination. Why are we still mired in this clout influenced, lawsuit inducing process?

As I have said on numerous occassions, I fully intend to make this process as open as possible. We have announced who was promoted meritoriously. We would like to add who nominated those promoted. However, we can not eliminate the "nomination process" until we have a new test, and thereby allow all applicants to receive the same standard protocol for the process. With 29+ years of service, you know the drill. Test scores are the easiest way because it is the most straight-forward; if your score is above the cut-off, you are promoted, period. The merit process requires you to be nominated. I hope you scored high enough so merit is a none-issue. But if you did not, I sincerely hope someone recognizes your potential for advancement. I don't agree with you that the process is unfair. I can tell you it is far more transparent and fair than it was 32 months ago. What i am working on is for everyone who is eligible to be able to put themselves in play. With thousands of potential applicants for 9 positions, there has to be some filters in place to carve the final competitors to a reasonable number. But, i think we can do some things different to allow everyone who wants to be considered to submit, and to at least receive feedback as to why their quest ended with their commander. This i will work on until my last day in the department, that's a promise. jw
There was a recent order that was just issued regarding the taping of witnesses during an (homicide) investigation. Since the only location to tape witnesses is the secured area where we also tape homicide offenders (Area One), are there plans have a dedicated area to conduct these taped interviews? Possibly an area that includes a desk and chair instead of the the five by five room with a bench and an area that does not further intimidate already reluctant witnesses. Thanks

We are debating this issue with the Office of Budget as we speak. I do not decide on how many detectives to promote. We have to justify every promotion we desire; that is the fun of working with a $650M shortfall. But, I do hope to have a class of detectives in the near future. jw

I see that the department will be training 30 new Sgts. and 30 new Lts. This in my opinion is a wash and with many Sgts. retiring soon the districts will just be short. Please leave one lt in each area. There is no need for an svu and rbt lt. It is a waste of a lt, an office, and take home car. All things are run from the sgt and the commander. Any lt telling you different just wants to keep his spot. That's 10 extra lt's that could be used in patrol. Keep one lt in each area to assist the commander.

The Automated Contact Card program was a good idea, but it doesn't work. There are multiple glitches in the system that make it impossible to enter them in the car. That means that I have to hold myself down in the station to enter them. This is really a waste of manpower time. Even in the station, it seems, every night between the hours of 2300 and 0200 the system won't even boot up. I'm walking around with contact cards from three weeks ago, that I still haven't caught up with. Then, my activity reflects inacurately, and the resource value is lost.
One of my co workers even called the help desk to get assistance, but they were unable to help. They related the problem had been fixed, but to my knowledge there has been no change.

I have a comment and a question on the new predictive analysis strategy that has been put in place. Is there an order due out to outline the guidlines for patrolling these areas? I have been told that if a shooting occurs in that area that the GPS of the cars assigned will be checked for possible disciplinary action. I know that some of these areas assigned, based on predictive analysis are not in "hotspots." Clearly with the limited manpower we now have based on retirements and budget restrictions, should we not be concentrating on these hotspots. One of the most recent areas of patrol designated for saturation by predictive analysis was a two block square area comprised of prairie. Please looking for clarification. Predicitve Analytics is not the panacea for crime fighting. It is a tool that helps identify certain indicators that are indicative of future crime. In a simple word, it is math. For it to be effective, we need the information that you just mentioned. For example, if we analyze an area for leading indicators, and these show that there is a higher probability for violence at location X, that is based upon several years worth of data. However, if a month ago, the liquor store on the corner of this hypothetical location, was voted close, that might have been the primary driver of the violence. Having that information can alter the hotspots. So, here is what I would like you to do. If you see some evidence that would suggest are calculations are in error, please pass that on to the Predictive Analytic folks so they can factor that into their violence equation. Intelligence is derived from many sources; the more sources usually leads to more accurate intelligence. At the end of the day, all of our jobs will be easier if we have solid intelligence that allows for accurate deployment of resources. We truly can do more with less, which, based upon the fiscal situation of Chicago, is a paradigm we must embrace. JW

I would like to make a comment on members of the Chicago Police Department bashing other members(Exempt's to P.O's) to the media. I believe we are a big family and we shouldn't go outside our family to address our problems. This is a great department supported together by great members! We deal with civilians and the media bashing us everyday on the street, paper and t.v. The last thing we need is a department/family member bashing us thru the media. We are a HUGE department(family) with strong personalities and we never said we're perfect but when one of us are down, there is always a CPD member there to pick us up!!!! I will be forever grateful to have been given the opportunity to serve all of the officers of this department and the residents of this city. I have had the privilege to work and live in many cities over the past 50 years, and I truly believe Chicago is the best. I have also been efforded the opportunity to work with police officers from many cities and departments, and there are no finer than those of the CPD. We have done some good things over the past 32 months, but there are many additional opportunities to improve the department and provide more to the working men and women who make us what we are. jw

I am optimistic that we will have a detecives class. It has been nearly three years - that is too long. I do not have a number that will be approved, but I do think we will see some detectives be promoted this year. JW
There is an on-going problem with the Benelli shotguns assigned to the Area 5 Detective Division and I want to get the word out in the event this is going on across the city. There is a Sgt and several Detectives walking around with lacerations to the foreheads due to the rear sights of the shotguns coming off and striking the shooter in the head while the shotgun is being fired. This is a major safety concern and needs to be addressed before someone loses an eye! There have been (3) incidents in the last (10) days and atleast another (5) incidents over the last couple months. Also, just imagine if a CPD member is engaged in a fire fight on the street and obviously would NOT have eye protection on and the rear sight strikes him or her in the eye; this may become tragic! Thanks for any consideration given to this safety issue!

I have been submitted three times for merit promotion to Dective and three times for merit promotion to Sergeant. I have not been successful. I have a Masters Degree from The Adler School of Professional Psychology in Police Psychology. I am a twenty-one year veteran and have made the following arrests; 552 Felony arrests, 37 classiffied as classx, 740 misdemeanor arrests, 449 other arrests for a total of 1,741 arrests and 160 vehicle impounds. I have received 124 department awards and 10 letters of commendation. I would like to know what criteria I need to meet and add to my resume in order to achieve a promotion. All candidates are reviewed based upon the dimensions of Adaptability, Attention to Detail, Initiative, Interpersonal Relations/Objectivity, Judgment/Decision Making/Problem Solving, leadership/mentoring, Oral Communication/Listening, personal Integrity/Professional Orientation & Commitment, Stress tolerance, Work Direction/Planning and Organization and Written Communication and other Characteristics/Qualifications. Seeing as though the department is down a significant amount of manpower, why don't we utilize the hundreds of applications of officers that have left the job for some reason and are seeking to return. The city tells them that they can come back but Human Resources has the applications in a drawer. These are officers that were not granted Leaves of Absence but were forced to resign.. One example of this is people switching to the Chicago Fire Department. I believe that the last person allowed to return to work after resigning was a lieutenant who just recently retired as an Inspector. These people that want to return could be retrained in a very short period of time therefore alleviating some of our manpower shortage before summer.

Why in the 007th District has the charging system for the Tasers been removed? Us beat officers on Midnights are given Tasers that do not have a full charge. I have been personally handed a Taser that was at 38%. Isn't that a bit of a safety issue as well as pointless to have a weapon that doesn't function properly or will only function once if I am lucky?

I believe that most of the working police are at worst indifferent to you and the policies you have implemented being focused, as they are, on work and doing some of it. I believe that the very vocal malcontents would be malcontented no matter who was the Supe and what policies were implemented being focused, as they are, on rationalizing not doing work. For those of us who work the 10 hr day on the third watch, is it possible to have the hours adjusted? Why not a 1400-0030 or 1500-0130? Working until 0200 and 0300 discourages officers from being proactive. How? I am going to court tomorrow (today) at 0900, after leaving work (if I leave on time) at 0300. If I get lucky, I will be in bed and trying to sleep at 0400. Get up at 0730 to get ready for court on 3.5 hours of sleep. Not only is this unhealthy, it's dangerous. I hope this is considered and you bring it to Commander Ball's attention in 005 to start.

why did the civilian who was in charge of the movie detail get replaced with an evidence technician? why are we taking more officers off the street? shouldn't that position have been replaced with a civilian? also, shouldn't civilians be in charge of special employment? why are we using full-duty officers to work inside? wouldn't their skills be better used on the street? especially now when other inside units have had to send officers back to districts.

In regards to the work schedules, the Department is currently in arbitration with the union on this matter. The next scheduled hearing is 8 October 2010. Obviously, we hope for a decision soon. JW
I just took the two-day Active Shooter course, and this was the best training I've received on this job so far, hands down! The staff was awesome, and the scenarios really opened my eyes to the circumstances of everyday reality. Unfortunately, two days is not enough. Will this course ever be extended?

I understand your position, but we ask that you fill out a TRR to protect you from law suits. If you make no record of "sparking" a taser, the device itself will have a record that it was discharged. If the battery of the device was obtained through subpoena, it would show a discharge and you would have no record to refute the claim that you shocked someone. So, while I admit it's more work, it does protect you, which is my goal for everything that I do. JW
I am writing this comment to express my dismay as to the assignment of newly promoted sergeants in relation to posted openings for incumbent sergeants. The issue that I have is that newly promoted sergeants were assigned just prior to the intra-district bids being posted. Now, these brand new supervisors will have an opportunity to lock in their district and watch. As a result,those openings will not be subject to a citywide bidding process. Incumbent sergeants who might like to transfer out of their district will not have an opportunity to do so. While one might argue that these incumbent sergeants have had ample opportunity to bid out on previous posted vacancies, this is simply not the case. For the past several periods where sergeant vacancies were to be posted, none were listed, or at most two in far south side districts. This despite the fact that there were many bid spots that were available citywide. This is inherently unfair and should be addressed and remedied.

I am glad to see that all member can qualify and carry a carbine now that the policy has changed. It is another step forward in our department that was available years ago but for some reason stopped. The one thing I still ask is why shotguns cannot be utilized in the same way. Personally owned and allowed to carry if qualified. My biggest reason for this as a Detective is our roles and situations differ. Search warrants, fugitive apprehensions and such. Our situations usually arise in close qurters or in residences. The shotgun is a much better tool. I also have listened to many patrol officers who are more comfortable with a shotgun than a carbine. Years ago the Department allowed police officer with either one of their choice. Political correctness I think brought an end to that. As far as department shotguns, the Remingtons are good weapons, but not as degigned with a full length barrel and they are definately not left handed shhoter friendly. The safety is hard to disengage for a left handed shooter and the Remington shotgun is very costly to have a left hand safety installed. It has to be fitted with a left handed receiver to complete this. Other manufacturers such as Mossberg, Winchester and Ithaca are very easy to have left hand safeties installed. I know there was talk of allowing personal owned 12 gauge shotguns to be able to be deployed and carried if qualified, but all of a sudden the matter disappeared and nothing further was ever discussed. I have qualified with the Remington for years, but for use the department owned ones are not suitable for their purpose. As far as the Benelli autoloaders, I think they are less dependable and durable than the pump action shotguns. It would be a great step forward if the members could carry their own pump shotguns with 18 inch barrels, suited for them. This way the safeties for left handed shooters would not be a issue and a personal owned shotgun could be installed with an adjustible stock or the stock cut down to the individuals size. 2 important issues for safety, handling and comfort. I know you have stated in the past you are a fan of the shotgun, so could you please consider ressurecting this policy and hopefully implementing it. Even many of our range instrustors use personal owned pump shotguns while training. It would be nice to have another tool to work with if someone is comfortable personally in its use. Thank you. I hope you consider this. We are moving forward with the tools we have, but it would be nice to have even more of a selection, if possible. Thank you again.

I will discuss this with the firearms personnel. Based upon my expereince and every study I have read, the .223 round is very effective indoors, and for use in close quarter battle. So, I will leave this door open, but I would like to see us move to an era of rifles. JW
I have a question that maybe you can answer. When the department was going through TARA training, personnel were issued the Avon Gas Masks. I attended last year and our class and numerous other classes were never issued masks. I receved the inserts for my eye prescription over a year ago, but still no masks have been issued to many members. Now TARA has the 1 day session, which is not available to those who have not been issued the Avon Respirator. In these days and times it seems a little backwards that the masks are still not available to those who have not received them. I have spoken to many different people in many of our different bureaus and the answer is always the same. No one knows or has any information. In a city our size with the threats always there, is there anyone who has a clue why thse have not been ordered, received and issued. After over a year this seems a little ridiculous. As I said, the reason I am posting this question, is no one anywhere has an answer one way or another.

Highly unlikely. There are limited funds available for operational needs. Do you live nearby other districts or the Academy that would satisfy your workout needs? JW
I would like to suggest that instead of sending out the payroll stubs, for those with Direct deposit. The stubs should be available on-line through the clear or e-learning sites. This would save a lot of paper. Most members don't pick up their stubs. This way if they do need it for refinancing or credit they can print up what they need.

I am not aware of the design of the PDT in terms of taking the terminal to the victim. I passed this information to CDR Lewin for review. Thank you for bringing this to my attention. JW
I spoke to CDR Lewin. He offered the following advice: Based on the information in the comment, it's difficult to diagnose what the problem might be but it seems likely that the PDT battery is either dead/ not charging properly or is missing. AIRA is designed so that even in the case of power or network connectivity loss, reports-- even those not yet submitted- are still stored locally for later retrieval, so no report data should never be lost. The Help Desk can walk the user through the data retrieval process should it become necessary, and instructions can also be found on the CPD Intranet home page (click the link Help Documentation and select Automated Incident Reporting).
I recently attended a DUI seminar. It began with a profound video from U-Tube entitled, "Everybody Hurts - 20th Anniversary (2009)" from the Australian Transport Accident Commission. If you have time, I highly recommend that you view it (5 mins). I am recommending it for our interdepartmental streaming video as a reminder to our members to not drink and drive. I keep on hearing the same rumor about Airport Law Enforcement being bulked up with X amount of officers. I have also heard that the current head of the Department of Aviation has a wife who is a Caps sgt in 011. The current rumor is that she will get a Sgt's spot at O'Hare. Myself and a good amount of other sergeants have more time in grade than this person has on the job. I certainly hope that any sergeants openings are put to bid. You keep on saying that you have made things transparent. I don't see it. Look at the requirements for the open OCD sergeant's spots. Those requirements appear to have been written to give the new sergeants who just got promoted out of OCD to get right back in. You have called out sergeants to be leaders. I am asking you to be a leader, and get rid of the favoritism and cronyism that is used to fill units.

Sometimes time in grade is not the sole qualifying factor. Knowledge, Skills, and Ability sometimes count for something. This department is more transparent than it has ever been. Some of the selections have been emulated by other departments because of their "fairness." If someone isn't selected, it is easier to blame the system than to look in the mirror. JW

Relative to a previous post, I also attended TARA training and was fitted for an Avon Gas Mask. As of today, I have been waiting approximately one year for a gas mask to be issued.
With no further explanation of the importance of this equipment required, I believe that I, as well as what I suspect to be every officer who attended TARA training after me, remains without it. In effect, an entire year of trained officers are not currently equipped to respond to an incident where this equipment would be required to effectively do our jobs. Yet, this status persists despite the investment made by the Department in providing a week of training to be able to do so.
As a secondary issue to safety, as this equipment is required to comply with attending the TARA In Service Training Program, this same number of officers is unable to comply with the AMFN directive to attend this training and complete it by the end of the year. I have inquired through all available command channels to no avail as to when I will be issued this mask. I have been told that an order was placed for the acquisition of this equipment, but it has not yet arrived. I received this information six months ago. Please help with this situation. I appreciate your time and attention.

The Department of Human Resources is responsible for all of the protocols involving the test. The written test is the first part of the process. JW
We made a felony arrest that was captured on in car video but were unable to get assistance at time of arrest. We were told that the arrest was not a critical incident. Notification of incident went out via email. This is evidence that is needed for court!!!!!!! This flaw in service needs to be addressed. All felonies should be critical. help desk ticket #2657012.

I know there are more important things to worry about, but last December I inquired about the department recognizing the Mayoral Resolution Award and giving the officers a ribbon for it. You replied by stated "we are moving forward with this". It has been just over 10 months now and I still haven't heard or seen anything about it. I'd have to look at best practices throughout the country. I do feel it is important for our employees to have the physical ability to perform those requirements of a police officer, which exceed those of many other professions. JW
Such as... is a request formally submitted? to whom? who votes on it? who ultimately decides on it? etc. I think it would clear up alot of confusion.

I beleive that one way your administration can boost the moral of our organization, would be to remove the CAPS logo that is displayed on marked police vehicles and replace then all with a Chicago Police Star Decal that was so historically, honorably and proudly viewed by officers as they began their tour of duty each and every day.
Now that the CAPS program is being dramatically reduced, the time is right to demonstrate to the men and women of the Chicago Police Department that our past generations of officers as well as current officers will again be proud that we are the CPD.

I have been pushing for this for the past 12 months. I will enter 2011 with renewed optimism for this to happen. We need more detectives - period. JW
As you know, the Department has installed anti-bacterial dispensers throughout many of its facilities. However, anti-bacterial dispensers are absent from Headquarters and the second floor gym.
After using the gym for the first time last week, I was dismayed at the lack of anti-bacterial agents made available for members to wipe down the fitness equipment. The only item made available to Department members was glass cleaner. The installation of anti-bacterial dispensers throughout Headquarters and the second floor gym would greatly assist Department members in maintaining and cleaning the fitness equipment.
Please recommend that the Bureau of Administrative Services installa anti-bacterial dispensers throughout Headquarters and the second floor gym?

An officer was inquiring about 2 different trainings he signed up for. 1 was shotgun, the other 3.5 hr firearms.
I attempted to look up the shotgun training on e-learning. Six different classes, none of them the one he signed up for. S.O. 10-08 says nothing about times or locations. Turns out this training was sent out via FAX message. No sign up thru e-learning.
I then tried to look up the 3.5 hour training. The available S.O. was from 2009, does no good. This training was assigned to the districts thru a B.O.P.
Although the training was on e-learning, because his training was today, and could no longer be signed up for, no information on times/locations was available on e-learning.
Outdated special orders, Matrixes being sent out by FAX, BOP or whatever.
The paperless department is also the informationless department.
Try calling the academy... press 1 for asst. dep. sup. office, press 2 for duty desk, press 3 for security desk. press star for a directory of personnel. NO option for talking to someone about training being offered.

In speaking with the range, I learned that shotgun was never offered in e-learning this year. A matrix was used so that District Commanders could assign only those officers who would actually be issued a shotgun. This eliminated wasted hours off the street for those officers that would never utilize the weapon. Also, we are attempting to keep GO and SO vague regarding training locations, dates, and times in an effort to not use resources amending GO's for simple things like a change in range location.
The 3.5 was offered in BOTH a matrix (for Patrol) and in e-learning for anyone who was not assigned via the matrix. This was done to offer options. I admit it could confuse the uninitiated, but the range wanted to offer these programs to all officers, not just those assigned to the BOP.
FYI, all of the six ranges' direct numbers are published. JW
Why are the colors that match our shirt colors not approved anymore? I really am not interested in wearing anything BLACK as an outer garment on a 95 degree day.

I would like to thank the Department for coordinating the Wills for Heroes program. I recently attended this event and left with a notarized copy of a will, a medical power of attorney and a property power of attorney. My final wishes are now in writing, thereby alleviating guesswork on the part of my family.

My understanding is that short of having military experience, an applicant taking the police exam must be 25 years of age before 26 November.
Understanding that there are so many 24year olds that could enhance the pool of applicants, why not keep the 25 years old minimum age, but require that the applicant reach their 25th birthday on or before their date of hire.
This would make it possible for many more people to take the test, and still meet the age limit requirements.

I regularly use the fitness center at the training academy to workout and stay in shape. Several pieces of equipment have been in a state of disrepair for several months with a note attached "Out of Order". It would be greatly appreciated if the equipment could be repaired. Also, it would be great if some additional and different leg machines could be added for strength training. I'm sure alot of us would be willing to get a collection together to add/fix machines. Any help would be greatly appreciated.

1) Computers in the Area which can view video from the various video formats, including our own P.O.D. videos.
2) LEADS 2000 access for all detectives, and patrolmen too. We still don't have access to something that was released 10 years ago. It is free of charge from the Illinois State Police. Google it. Add in Accurint if you really think we were good this year.
3) Witness interview rooms and waiting area to entertain them (bathroom, phone, magazines, newspaper, tv, etc.) while we jump through hoops for felony review. Especially since we are getting sued for holding them hostage in the pursuit of justice.
4) A working heating and cooling system in Area One. The air conditioners were great until one day they disappeared. Maybe they were stolen.
One more thing Santa. Be careful if you use the south doorway. The raccoons who hold us hostage there at night are a mean bunch.

The promotional plan for LTs has not been developed for 2011. I will continue to push for this as mid-level management is critical to our success. JW
The Department has many data analysis efforts, including the recently created Predictive Analytics Group, and has relationships with a number of academic institutions to foster good analysis. How about opening the data up for the general public? This is being done in a number of places. The city of London has started doing this recently, publishing a wide variety of data as easy to use comma separated value files (http://data.london.gov.uk/). As a result people have started creating their own mashup applications utilizing the data (http://data.london.gov.uk/datastore/inspirational-uses). A recent article details efforts in New York (http://www.wired.com/magazine/2010/11/ff_311_new_york/all/1).
ClearMap has given birth to at least one third party application (http://chicago.everyblock.com/crime/). ClearMap's format, however, discourages general use of the data. The ClearMap data is only available for a certain block of dates at any given time.
As someone who went through the process of obtaining Department data for academic use, I know that it does take time for such a request, and that each request has to be filled by someone from R&D. The current CPD 'Guidelines Relating to Statistical and Crime Data Requests' published on ClearPath state that filling a request can take from 30 to 90 days for a routine request, and up to six months for a request that would require a 'Non-Disclosure Agreement.'
While there are obstacles to releasing this data (privacy concerns, etc.) they can be overcome through automated redaction , as is the case in ClearMap. By freeing this data we can encourage the community as a whole to contribute to crime analysis. By taking advantage of crowdsourcing we may be made aware of trends in crime that would otherwise remain unseen. The analysis might come from the academic community, or just from interested citizens.
We should also publish this data for a more altruistic reason: it's the right thing to do. This information was paid for by the residents of the City of Chicago, and they should have free access to it.

I am a member of the SWAT team. After yesterday's terrible events on the 8100 block of Burnham, a question arose with in our group. Why do we not have K-9 capabilities, in a SWAT capacity? We were tasked with the clearing of multiple abandoned houses on the block the incident occured, along with many others in the surrounding neighborhood. It is my belief that with K-9's and their handlers trained in our tactics, those searches could have been handled quicker, more direct in our search, and in a much safer manner for our officers. While clearing houses yesterday, we could not bring K-9 in with us because of the difference in training and operation. On top of that, once we had cleared the house and asked if K-9 could do a back clear, they were more than willing to do so but brought it to our attention that the house was now contaminated by our scent and the efforts would be futile. I was recently in a WMD class put on by an impressive group of instructors from the LSU program. I spoke to a retired Sgt. Major of Delta, who is now a Sgt. for the Reno PD in Nevada, along with a few more instructors who also carry impressive resume's. My question was " are K-9 used regularly over sea's to clear buildings?" the answer was definitley. He had seen K-9 used in an extreamley manner. The conversation quickly turned to the domestic side, and it was said that K-9 use in regards to SWAT teams is a regular practice country wide. We have current K-9 officers who are former SWAT operators. It sounds terrible to say, but a dogs life is not worth as much as the life of an officer. The dogs would help us locate offenders more efficiently, and have a great psychological effect on offenders.I will be bringing this to the attention of my immediate supervisors, but I was hoping this could expidite the cause. You have been very good to the SWAT team at trying to catch us up with the rest of the nation in regards to equipment and tactics. This would be another step in the right direction, and the future of the SWAT team. What are you thoughts on the subject Sir?

As long as Steve Peterson is over BIS, this will not happen. I try to delegate as much of the decisions to the DSs as possible. I am not going to overrule Steve on attire for detectives. No one likes to dress down more than me, but image is important, and I sepnt 23 years in an organization where suit and tie were the norm. Sorry - you'll have to wait for a new DS if you want to wear a polo shirt. JW
While at Officer Flisk's Funeral at the star of the procession I heard the call PH1 stating he was having control problems and was going to try to get to base. Thankfully they made it safe. My comment is during one of the last Police Funeral's we had, they asked for permission to do a flyover to show their respect and say a final goodbye. They were denied. I would hope that they be allowed to do this in the future. They have helped us at many scenes and have always been there at our worst times, as they were Friday for Officer Flisk at the scene and during the procession to the morgue. Everyone from every unit is allowed to pay their final respects expect for the guys watching over us from above. Hope you could take this into consideration. I think it would be a very appropriate show of respect at the end of these long emotional days.

Some of your moves over the past three years have been well scrutinized, but you have always been on the side of officer safety, whether it be better equipment, training, increased police in high crime areas, etc.

Also the AIRA system has been going down more frequently. Often times cars have to relocate to the district to complete reports. This is a waste of time, especially when we are critically short on manpower. Today for example I am unable to log in to approve reports both in the vehicle and at the station. While I do not expect the computer system to be without occasional disruptions, the frequency and duration of the times that the systems are down is something that someone should look into and correct.

I work at the Headquarters, M-F, weekends and holidays off. I am very greatful for my job, however, I was sick and I used all my COMP time in between medical time. I am a mother of young daughters, and I miss all my girls' school events, and I cannot take them to the doctor when they get sick, because I have no time due to take, and with just 7-8 days (personal and Bf, there are not enough days to take off through the year. I also have some personal business to attend, such as going to the doctor for tests, which I am not able to attend because I don't have time off to take. I would like to ask you, are we ever going to have 4/2 or 10 hour day? Please advise. Thank you very much and Happy Holidays to you and your family.

Isn't it a repeat of efforts that the CPIC is notified and they notify IPRA, but the WC still has to notify IPRA for the log number. Since it is not an allegation of misconduct, can't the CPIC just get the log number when they make their notification and forward that to the WC in-box or e-mail.

Are there plans to move or detail Tactical Officers from any districts in the city? The rumors of Tactical reallignment in "slower" districts have been rampent for quite a while. I was wondering if there was any truth to them. If there is reassignment occuring, ample notice
